The ARRL board of
directors has eliminated the long-standing DXCC award rule that
remotely-operated stations must be in the same DXCC entity (country) as the
operator. The ARRL Letter reports that the change "acknowledges the reality of the technology enabling remote operation" and says it is now up to the operator to make sure he or she is "applying that technology ethically and responsibly."

different approach, creating a second track of award categories for remote
operation.
