instrumentation problems at the Vandenberg Air Force Base space launch complex
have delayed the planned August 2 launch of an Atlas 5 rocket carrying a
classified payload for the National Reconnaissance Office as well as 11
cubesats from several universities and other federal agencies. Several of the
cubesats will operate in the amateur radio bands. The
