The ARRL's new Volunteer Monitor (VM) program is up and running, under the leadership of former FCC Special Counsel Riley Hollingsworth, K4ZDH. According to the ARRL Letter, the program began to ramp up with a "soft rollout" on February 1 and is now fully operational. The VM program replaces the ARRL's Official Observer (OO) program. 

Hollingsworth reports that there are currently 165 active participants and that, during March, they logged more than 4000 hours of monitoring time on HF, VHF and UHF. He says the program currently has 30 open cases, none of which have yet needed to be reported to the FCC for enforcement action.
